This is the second time I have come up with this figure in my various hunts. It is a man in a pit helmet mounted with binoculars. I know it was made in China, but I have no idea what kind of set the figure was in or if the other figures in the group. The first one I kept and this one will be going up on EBay.
Update: Lynn Graves in the Comment Section identified the figure. He said it was sold with pack of animals. Lynn figured it to be a guide. It was the only figure in set. He noted that he mentioned that to me back when we did World of Plastic Figures. That was at least 20 years ago.
Paul, the answer is contained in an issue of your Worlds of Plastic Figures from years ago when I provided you the answer then. It is made by New Ray and came with their wild animal series. He appeared to be some sort of ranger and was the only non-animal contained in the bubble pack series.

Is that long ago that I got the first figure? That is at least 20 years ago if not longer, and it seem like I got the first figure only a few years ago. When I get chance to go through the collection, I am amazed on some of the figures I find in it.
